Just an observation, Hasan vs. Dorner

Why are Hasan’s murders an act of workplace violence and Dorner’s an act of domestic terrorism? Hasan’s murders were aimed at fellow soldiers others. Dorner’s is aimed at ex-fellow LAPD and others. Hasan is a Muslim, Dorner is not so he loses that benefit. Don’t get me wrong, I have no sympathy for either of these 2 bastards.
