IF a state votes FOR it, won’t it be confusing then if the Counties take on a different resolution? Or, am I misunderstanding?

This is a great many more than I expected.
Actually by land area it closely mirrors the NY State Senate vote against Cuomo’s Safe Act passed overwhelmingly by Democrat’s and a few Republican traitors.

Mid-state & upstate NY is always outvoted by the densely populated NYC/Long Island districts. However these are county resolutions.
